Well... I think that is not exactly a fair test since the nylon fenders can be sanded to reduce their weight...
Depending on the thickness of the PETG... that can also be sanded down to reduce the weight.
Structurally they need the parts that thick in order to process the order (clean it up, bag it up) but the material can be reduced in thickness afterwards.
I will do a check to get an idea what the percentage is.
Additionally... the balsa fender after shaping will need to be sealed with CA glue...
Soooo..... It will still be lighter, but not by as much.

Besides... clear fenders would look dope! have you tried going thinner with polycarbonate? Here is the same fender but sanded down a bit. If if I wanted then I could keep going (especially near the nose where a lot of the mass is left), or just trim the nose and blend it into the body... If I were being really weight- stingy, then I would pop some holes in the sides where it would be contacting the body... Balsa will always be lighter I think, but I have a quick system for these builds so I am biased against it. I find the right front and trailing fenders most difficult... especially the right trailing... So it is nice to be able to easily cut the fender off the car and reattach when need be... it usually happens at least twice for me every build.

I see they make lexan sheets that are half the thickness. I may need to check that out. Hard to find specifics on weight. I haven't looked too hard yet though.

My guess is that your fenders had lot of dust in them. I think I didn't know that I needed/could remove that back then.

Nice work. If I shave mine down they won't be clear anymore.

Yeah... Probably best to vacuform out of say .01" polycarb...
I bet that would put you in the balsa ballpark and still be clear.
